\na slave-holding president named Monroe<\/span>
\n declared that no other power shall interfere<\/span>
\n in the affairs of states of this Hemisphere.<\/span><\/div>\n<\/p>\n
His doctrine was not then deemed imperious<\/span><\/div>\n
as his powers to enforce it were hardly serious:<\/span><\/div>\n
The Royal Navy held primacy over the seas,
\n<\/span><\/div>\n
invaded the Falklands, did what they pleased.
\n<\/span><\/div>\n<\/p>\n
It seems Monroe’s words were meant to constrain<\/span><\/div>\n
not so much Britain but, rather, France and Spain
\n<\/span><\/div>\n
in their quest to retain their colonies.\u00a0 How ironic,<\/span><\/div>\n
then, that the U.S. itself would grow Napoleonic.<\/span><\/div>\n<\/p>\n
Chileans and Argentines were rightly suspicious
\n<\/span><\/div>\n
of this “line in the sea” that was mostly fictitious.<\/span><\/div>\n
And Dominicans felt the force of its text when
\n<\/span><\/div>\n
President Grant sought to use it to annex them.<\/span><\/div>\n<\/p>\n
The doctrine’s true gist would become well known
\n<\/span><\/div>\n
as Uncle Sam’s fist would land blow after blow on<\/span><\/div>\n
unfriendly navies across faraway waters —
\n<\/span><\/div>\n
“Only in our<\/span> sphere shall we not abide slaughter.”<\/span><\/div>\n<\/p>\n
Today, Monroe’s doctine of no interdiction<\/span>
\n in American interests is in contradistinction
\n<\/span><\/div>\n
to how the U.S. conducts its own foreign policy, <\/span><\/div>\n
adventurous wherever it damn well wants to be.<\/span><\/div>\n<\/p>\n
Haiti, Honduras, Nicaragua, Colombia,<\/span><\/div>\n
Panama, Cuba, Chile and Grenada,
\n<\/span><\/div>\n
Venezuela, Ecuador and Brazil,<\/span><\/div>\n
involved in them all,<\/span><\/div>\n
ignoring them still.<\/span><\/div>\n
<\/div>\n<\/p>\n
Doctrine indeed.
